Our coastline is one of the City’s greatest assets and is enjoyed by residents and visitors alike. However, accessing the beach and water can be challenging for some community members, particularly people with disability, seniors and families with prams.
We are committed to reducing these barriers by providing a range of accessible features, projects and services that support safe, comfortable and inclusive beach access for everyone.
Beach access matting provides assistance for many people, including people with disability, seniors, and parents with prams, making it easier to get from the main footpath onto the sand.
The matting is available from October through to April each year depending on weather conditions. To confirm that the matting is in place before heading to the beach, call the City on 9528 0333.

Beach access matting is available on a seasonal basis at the following locations:
- Rockingham Foreshore - in front of the Beach Bowl, accessed by using the ramp
- Palm Beach, Rockingham - just to the west of the jetty, accessed by using the ramp
- Governor Road Reserve, East Rockingham - use the sealed pathway adjacent to the toilet block
- Bell Park, Rockingham - adjacent to the toilets near the Wanliss Street car park, accessed by using the short ramp
- Phoebe Hymus Park, Rockingham - use the sealed pathway from Alexandra Street car park. Please note the ramp is steep in this location.
Matting is also available on a permanent basis at Singleton foreshore. At this location, a concrete pathway (with hand rail) and 20 metres of matting improves access from the car park to the end of the sand dunes.

A walk on the beach can be difficult for many. Beach walkers make it easier for people to access and enjoy the sand.
Two beach walkers are available for community members to loan free of charge. Bookings are essential.

Beach wheelchairs are designed for use in outdoor environments and specifically for use on sand and in or near salt water.
There are two types of beach wheelchairs available for loan from the City free of charge. These are hosted by community organisations and you can contact them directly to book and arrange collection.
Types of beach wheelchairs
Mobi-Chair
The Mobi-Chair is available for loan free of charge from The Cruising Yacht Club and Rockingham Visitor Centre. Key features include:
- portability - can be collapsed and transported in large vehicles
- the armrests and wheels are comprised of flotation materials that enable the chair to fully float in any water
- the integrated handles on the armrests provide added stability while enjoying the ride on land or in the water
- weight capacity of up to 150kg.

The Sandcruiser wheelchair is available for loan free of charge from The Cruising Yacht Club
Key features include:
- all-terrain wheelchair (shallow water only)
- adjustable leg rest and pivot armrests
- anti-tip brake bar
- max weight 120kg.

We are working to improve our beach access paths with the aim to make it easier for everyone to enjoy our wonderful coastline. In 2022, a review was conducted of all 169 of our beach access paths, resulting in the Beach Access Path Plan 2023.
Improvement works began in 2024, with upgrades continuing over the next three years based on priority needs.
Rockingham offers great facilities for fishing enthusiasts, and both the Val Street and Palm Beach jetties have been designed to allow easy access for people in wheelchairs or with other mobility restrictions.
Accessible toilet facilities are also available nearby to both jetties.
