Local governments play a key role in leading recovery after an emergency event or disaster. To guide this, and as required under section 41 of the Emergency Management Act 2005, the City maintains a suite of documents known as Local Emergency Management Arrangements (LEMA).

LEMA set out the community‑centred plans that the City and its recovery partners will implement when a disaster affects the local area. They outline how we prepare for, respond to and recover from emergencies.
