About the Tertiary Scholarship Scheme (TSS)
The Tertiary Scholarship Scheme (TSS) aims to increase local Rockingham resident’s capacity to complete tertiary study.
The two types of scholarships are:
- Undergraduate University Scholarships: Up to $10,000 per scholarship equating to $2,500 per year ($1,250 per semester) for up to four years or upon completion of degree.
- TAFE/VET Diploma Scholarships: Up to $4,000 per scholarship equating to $2,000 per year ($1,000 per semester) for up to two years or upon completion of diploma.
You must meet the following criteria:
- City of Rockingham resident for a minimum of three years at the time of the application
- Aged 17 and over
- An Australian Citizen or Permanent Resident.
- Can demonstrate financial hardship (see definition in application package and guidelines).
- Must provide a letter of offer or evidence of current enrolment at a nationally recognised university or TAFE/VET provider.
Have a minimum of two (2) full semesters (12 months) of study remaining from the Tertiary Scholarship Scheme (TSS) round closing date
- Must be completing an undergraduate university degree or TAFE diploma for the first time.

Application Process

Please be aware that completing the application is not a quick and easy process; it requires time and effort. Ensure that you have thoroughly answered all questions correctly and that the budget is completed as per the guidelines.
You will need to have the following documents ready to supply with your application:
- Proof or residence
- Proof of age
- Australian Citizen or Permanent Resident
- Can demonstrate financial hardship for the duration of the scholarship term
- Must provide a letter of offer or evidence of current enrolment at a nationally recognised University or TAFE/VET Provider
All applications will be submitted online via the SmartyGrants through the link below.
Following the closing of each grant round all applications will be evaluated by an assessment panel of City Officers before being presented to the Council. All applications must be endorsed formally at an Ordinary Council meeting prior to funds being allocated.
All successful applications will be notified 60 working days after the closing date via email and copy of a letter and grant agreements will follow. Payment will be made into nominated bank account once the signed agreement has been received.
Unsuccessful applications will be notified by a letter from the City.
Successful applicants must provide the following documentation to the City:
- Proof of units studied, to be documented from the institute of study that includes:
- full name of recipient
- title of the course studied
- name of the institution
- semesters of the units studied
- grade outcome of each unit.
- Confirmation of re-enrolment, to be documented from the institute of study that includes:
- full name of recipient
- title of the course studied
- name of the institution
- outline of units to be undertaken.
