Anyone responsible for managing the facility and/or liaising with the City on behalf of the organisation as lessee, should understand:
- the terms and conditions of the lease
- the boundaries of your leased area
- your maintenance obligations
- any fees, charges and outgoings payable to the City
- your legal obligations to ensure the safety within your leased premises
- any additional approvals, permits and licences you may require for your operations
- any insurance coverage required for your operations
- the City will only liaise directly with official office bearers regarding the particulars of the lease. Site managers, club members and sub lessees must submit their enquiries via the head lessee or committee members.
You must notify the City of Rockingham when:
- you need clarification around any of your lease obligations
- there are changes to your contact information or management committee
- your organisation is experiencing financial or operational difficulty, and/or may be unable to meet the lease terms and conditions
- significant, unexpected damages that occur to the premises
- you are planning to make any alterations and additions to the leased area
- any other queries or questions you may have in relation to your lease and/or premise.
A Lease Application Form is required to be submitted by organisations wishing to enter into a new lease or renew an existing lease for a City of Rockingham leased facility. It is important the guidelines are carefully read and understood prior to submitting an application.

Applications will be notified of their application outcome by email/letter. Timeframes vary depending on project scope.
Lessees of City of Rockingham-owned properties must seek prior written consent from the City before making any alterations or additions to their leased area.
Proposed alterations or additions require in-depth review and assessment to ensure compliance with relevant laws, regulations, City policies and the terms of the lease.

In some instances, the need for additional information specific to the proposed alteration or addition will be identified during the assessment process. This request will be communicated with you once the City Properties Leasing team becomes aware of the requirement.

Applications timeframes vary depending on project scope. Applicants will be notified of the outcome by email/letter and a signed Form of Consent.
The Form of Consent will outline the conditions that are associated with the alteration or addition.
Step 6: Complete the Form of Consent Conditions
Some alterations and additions will require additional approvals to be obtained prior to commencement of the works. This will be clearly specified in the Form of Consent.
You must not proceed without formal approval from the appropriate authority. Approvals such as Building Permits, Health Permits and Development Approvals are common requirements.
Is it the responsibility of the lessee to arrange submission of these applications and to confirm the outcomes with City Properties Leasing.
Step 7: Acquittal
Once the approved alterations or additions project has been completed, an acquittal will be required as specified in the Form of Consent. Please ensure this information is submitted within 30 days of project completion.
Leased Property Maintenance Grants are available all year round, for up to a total of $10,000 per financial year, for incorporated associations, clubs or not-for-profit organisations. These grants are intended to assist with financial costs relating to the maintenance of leased facility assets that meet the criteria.
